TSC PROPOSED AMENDMENT BILL 2024

The key amendments proposed in the Teachers Service Commission (Amendment) Bill, 2024 include:

  1. Addition of new definitions: The bill proposes the inclusion of new definitions such as “Basic education institution” which encompasses primary, junior, secondary, senior schools, and teacher training institutions. It also includes definitions for “Certificate of Registration,” “employee,” “trained teacher,” “registered teacher,” “sexual exploitation,” “Serious Offence,” and “Zone.”
  2. Amendment of Section 2: Section 2 of the Teachers Service Commission Act, 2012 will be amended to include the newly proposed definitions.
  3. Amendment of Section 4: Section 4 of the principal Act will be amended to include the development of programs and policies to implement affirmative action as provided under Article 27(6), (7), and 56(a), (b), and (c) of the Constitution.
  4. Amendment of Section 6: Section 6 of the principal Act will be amended to ensure that two-thirds of the members appointed to the Commission have knowledge, skills, and experience in education.
  5. Amendment of Section 7: Section 7 of the principal Act will be amended to delete paragraph (c).
  6. Amendment of Section 8: Section 8 of the principal Act will be amended to change the process of constituting a selection panel for the appointment of the chairperson or member of the Commission. It also includes changes in the shortlisting, interviewing, and submission of names of qualified applicants.
  7. Amendment of Section 11: Section 11 of the principal Act will be amended to include the appointment and deployment of institutional administrators to public primary, junior, and senior schools and teacher training institutions.
  8. Amendment of Section 12: Section 12 of the principal Act will be amended to grant the Commission powers to act on general evidence or statements, obtain relevant information, issue summons, administer oaths or affirmations, establish institutions for capacity building, review its own decisions, and regulate its own practice and procedure.
  9. Amendment of Section 13: Section 13 of the principal Act will be amended to delete subsections (5), (6), (7), and (8).
